Energy Performance Contract

General Information
After conducting a comprehensive energy audit and detailed analysis of current energy needs and costs, Delaware Academy CSD at Delhi is embarking on energy conservation improvements that will dramatically increase efficiency and save money. The district has entered into an energy savings performance contract with Day Automation Systems, Inc. that calls for:
• LED lighting to be installed to replace regular fixtures throughout the buildings
• Building automation system (BAS) upgrade (heating, air handling and air quality controls)
• Building envelope improvements (making walls, windows, floors and roofs more weathertight)
This $3.6 million project will be fully funded over the 18-year contract period by state aid and savings in energy costs.
The initiative is not subject to voter approval, but a positive vote from the community would increase state aid for the project by 10% (approximately $400,000 in additional state aid for the district). District voters did vote their approval on December 17, 2024 by a wide margin (126-13), enabling the district to receive the extra state aid.
Between the estimated energy savings of $2.9 million over 18 years and the $2.6 million in state aid , this project will result in a positive cash flow for the district, and will have no impact on the local tax levy.
The target date for starting the work is July 2025.
